Overview
In August 2007 HOCHTIEF PPP Solutions (UK) Ltd. strengthened its position in the UK PPP market with the
signing of the West Lothian Schools deal, worth more than EUR 400 million. HOCHTIEF PPP
Solutions established the project company HDM School Solutions (Holdings) Ltd. in a consortium with Dawn Construction Ltd.
and Pacific Partners LLP to deliver the project. The company is now responsible for the design, build,
finance and operation of the buildings for 30 years.
Deans Community High School
In February 2006 West Lothian council initiated the procurement of two new schools. The council selected
the Competitive Dialogue procedure as its preferred method of procurement. The scheme represents the first project
in the UK following Competitive Dialogue.
